Citizen Corps Evacuation and Sheltering Exercise

OPERATION THREE C SUPPORT (September 27, 2008):

The purpose of this exercise was to evaluate the actions of pre-identified volunteer teams against recent training and current capabilities for a response to a request to establish a Community (Type 3) Shelter. This exercise includes the recruitment of unaffiliated volunteers, through the establishment of Volunteer Reception Centers, as additional volunteer resources would be needed to augment shelter staff for multiple operational periods. The scope of Operation Three C Support required the establishment of a shelter and required volunteer responders to perform actions usually associated with an initial request to bring a Type 3 Shelter to operational status. Those actions included command and control, communications, shelter set-up and management, evacuee intake, medical assessment and volunteer recruitment.
